Every pool built in the Houston metro needs a permit — but which permit, from whom, at what cost, and on what timeline depends entirely on where your home sits. The Houston area is a patchwork of jurisdictions: the City of Houston, vast stretches of unincorporated Harris County, and dozens of small incorporated cities that run their own building departments. Two homes a mile apart can face completely different processes.

Here's how the three main scenarios work, and what each means for your project's schedule.

Scenario 1: City of Houston

If your home is inside Houston city limits, your pool permit runs through the city's permitting office. Plan review and permit fees are modest — roughly $275 all-in, combining a $94 residential plan review with a $181.28 pre-operational inspection fee under the city's published fee schedule. The process is well-trodden: plans go in, review happens, inspections follow at the standard construction milestones.

Scenario 2: Unincorporated Harris County

A large share of Houston's master-planned suburbs — much of the Katy, Cypress, and Spring areas among them — sit in unincorporated Harris County, where pool and spa permits are handled through Harris County Public Health at $131.25 per permit. The county process is straightforward, but there's a second gate most homeowners forget: the HOA. Master-planned communities almost always require architectural or design review before construction, and that approval has its own timeline. We sequence both so neither becomes a surprise.

Scenario 3: Cities With Their Own Building Departments

The most involved permitting in the metro belongs to small incorporated cities that run their own building departments — and West University Place is the clearest example. A pool application there includes an on-ground staked survey from a licensed surveyor, structural calculations sealed by a registered engineer, a tree disposition filing, a zoning and setback checklist, and notice letters mailed to the eight surrounding neighbors. Plan review runs through the city's Building Official and, in some cases, a third-party zoning consultant — which is why we tell West U clients to expect the permit phase to run two to six weeks longer than in unincorporated areas. Bellaire, Southside Place, and several other independent cities run comparable (if lighter) processes of their own.

And when something in review needs a response — a revised drawing, an additional document — someone has to own it quickly, or the project sits.
